Mayor Liz Innes said the DA was a culmination of years of work by the Eurobodalla community.
"We've spent years carefully planning this development, securing $51 million in NSW and Australian government funding, and working with architects develop the plans in collaboration with the community and user groups," she said.
"Council is now firmly on track to provide this brilliant new facility. It's an exciting time."
The NSW government's Southern Regional Planning Panel would determine the proposal after consideration of council's assessment, either later this year or early-2020.
The council said this was because the value of the development was over $30 million and the council was owner.
The council aimed to tender for construction of the centre soon after.
The application and plans can be viewed at www.esc.nsw.gov.au/publicexhibition and at council's administration centre in Moruya, and Batemans Bay and Narooma libraries.
