The Eurobodalla Shire Council said additional drainage pipes would be installed to capture and divert excess water runoff from Golf Links Road in Batemans Bay.
The extra stormwater pipes would run along the eastern side of Miller Street and across Beach Road to the Batemans Bay Marina.
The council said one lane would be open in each direction on Beach Road, and Miller Street would be accessible from Golf Links Road.
Commuters should expect delays. Traffic control would be in place.
Pedestrians and cyclists should take care in and around the worksite, which required removal of sections of the shared pathway and footpath.
The upgrade is expected to be finished by November, weather permitting.
The council said the work across Beach Road had been organised for the quieter period of the year to minimise inconvenience.
There would be some night work to minimise disruption to traffic on Beach Road, and residents had been notified.
All effort would be made to minimise worksite noise.
The council said work to join with the Batemans Bay Marina required the relocation of major underground services and environmental-protection measures put in place. Marina users should not be affected.
