Surf Life Saving NSW responded to reports of a capsized vessel just before 7am on Saturday. Crews from Moruya and Broulee rescued five people from the overturned boat.
A spokesman for Surf Lifesaving NSW said the young girl's body was discovered soon after. He said the family of the deceased girl were believed to be from the ACT.
"It was a very distressing scene, a very traumatic incident," the spokesman said.
"None of the passengers on the boat were wearing lifejackets."
NSW Ambulance and NSW Police also responded to the incident.
"We have a total number of five patients, all of them I believe were transported to Moruya Hospital," a NSW Ambulance spokesperson said.
They suffered only minor injuries, including suspected hypothermia.
The girl was one of six on board the boat, including two other children also aged 13, and three men aged 18, 29 and 46, one of whom is believed to be the girl's father.
A NSW Police spokeswoman said the passengers were from the ACT and Victoria.
"Out of the five there is some hypothermia but all patients transported to Moruya are in a stable condition."
Surf Life Saving NSW and Marine Rescue NSW sent at least three search and rescue vessels to the aid of the overturned boat. A private vessel was already on scene when emergency services arrived.
Spokesman Brendan Trembath said the report was logged shortly before 7.30am and the trio of rescue vessels had been activated.
A report will be prepared for the Coroner.
Surf Life Saving NSW are reminding boaters and rock fisherman to always wear a lifejacket.
