Dr Thilan Walgamage, with the help of Metro Planning Services, has applied to fit out an empty building on Beach Road for medical purposes.
The building at 116 Beach Road is currently signed as In2ition, but documents with the development application state the building is now vacant.
Mr Walgamage plans to turn the building into the Beach Road Surgery and Skin Clinic with one nurses room, one consulting room, a pathological collections room, and a treatment room at a cost of just under $90,000.
The surgery would operate with on full-time doctor, one receptionist, and one casual nurse from Monday to Saturday if approved.
The proposal would also see a garage at the back of the building demolished to make way for four parking spaces.
Documents also show strict plans for the approved disposal of any sharps or clinical waste generated by the surgery.
A planner from Metro Planning Services said the proposal was permissible under Medium Density Residential Zoning under the State Environment Planning Policy.
"The application before the Council provides no unreasonable impacts to adjoining and adjacent residential properties," the planner said.
"The proposed development is in keeping with the existing and envisaged character of the locality and no adverse amenity or environmental impacts are foreseen."
Dr Thilan Walgamage is a skin-cancer specialist who has worked all over the world, including Canada, Oman, Pakistan, and his native Sri Lanka.
He has practiced in the Eurobodalla Shire since 2015 and is a lecturer at the Australian National University.
