Marine Rescue Monaro regional operations manager, Glenn Sullivan, said the man managed to paddle back to land on the other side of the lake and called for help at 10am.
"The fisherman essentially self-rescued and got himself and the kayak to land, but needed assistance getting back so we sent out two jet skis to assist," Mr Sullivan said.
"A decision was made to leave the kayak where it was and the man was brought safely across the lake to the correct side."
No injuries were reported and the rescue operation was completed within an hour.
