Acting on behalf of Telstra, Visionstream had asked councillors to allow the installation of the tower at the corner of Togo and Reservoir Streets to replace and upgrade Telstra's existing telecommunications facilities attached to a water reservoir.
But at council's meeting on Wednesday, councillors unanimously voted to reject the proposal, a move that had been recommended by council staff.
In the meeting Deputy Mayor Sharon Tapscott said council staff had made "a good recommendation" on the matter.
During the first notification period of the matter, when a 20metre tower had been proposed, council received 38 submissions with only two of those in support.
When a 15metre tower was proposed council received 24 submissions, all opposing it.
In the agenda for Wednesday's meeting council staff outlined several reasons why they recommended refusing the development.
For instance, it would have an "adverse visual impact" on surrounding properties and Candelo in general, and the application had failed to demonstrate the "net positive social and environmental impacts for the community" from a new tower.
