Far South Coast Surf Lifesaving duty officer Andrew Edmunds said the man, 43 years, was pulled from the water at Pedro Point on Sunday morning.
Mr Edmunds said the man’s companions helped him into their boat in a conscious state.
However, he had lost consciousness by the time the boat reached Preddys Wharf, Moruya.
NSW Ambulance paramedics and volunteers from Moruya Surf Life Saving Club attended the scene and CPR was administered, however the man could not be revived.
Lifesavers were alerted at about 10.45am.
Mr Edmunds offered sympathy to the family.
“We offer condolences to the family and to all involved.” he said.
“Counselling services are offered to members involved and we will be monitoring their welfare.
“It is tragic for the Moruya community and we are particularly sad at this time, so close to Christmas.”
NSW Police said a report was being prepared for the NSW Coroner.
“About 10.30am, a man aged in his 40s was snorkelling with two other people in waters off Congo, when he experienced difficulties and was assisted on board a boat,” a police spokesperson said.
“The boat started to make its way towards Moruya when the man required CPR.
“CPR commenced and NSW Ambulance Paramedics attended Preddys Wharf, Moruya, to meet the boat.
“The man was treated by paramedics; however, he died at the scene.
“Officers from Far South Coast Local Area Command are investigating the incident.”
