The option included a reduced speed limit on the Princes Highway between Cranbrook Road and Lattas Point Road.
The Link Road would connect the Princes Highway with Glenella Road, heading towards Batehaven.
"A roundabout has been identified as the preferred option for the intersection to enable a safe and efficient connection with the Princes Highway," Mr Constance said.
"This option has the least impact on the Princes Highway during construction and has the least impact on property, fauna habitat and other environmental considerations."
He said the option would provide a bypass lane for vehicles travelling north on the Princes Highway, allowing traffic to flow without entering the roundabout.
Two lanes would provide access to the roundabout for southbound motorists, with a single lane to enter and exit the roundabout from the Link Road.
Vehicles turning right from the Link Road would have a dedicated lane on the Princes Highway until about 200 metres north of the roundabout.
Mr Constance said the project would improve safety on the Princes Highway by reducing the speed limit between Cranbrook Road and Lattas Point Road, "which in turn will lessen the severity of crashes in this area".
Transport for NSW will hold two community information sessions on Sunday, November 3, 8am- 1pm at the Batemans Bay Sunday Markets at Corrigan's Beach Reserve, Batehaven. The second will take place on Thursday, November 7, 2pm- 6pm at the Village Centre in Batemans Bay.
The preferred option report will also be on display between Friday, October 25 and Friday, November 22 at the Batemans Bay Library, Service NSW Batemans Bay, Eurobodalla Council Building and the Moruya Library.
Mr Constance said the NSW Government committed $30 million in funding to complete the project, following the initial $10 million provided to Eurobodalla Shire Council to get works to the current status.
Mayor Liz Innes welcomed the announcement.
"The South Batemans Bay Link Road is a critical piece of transport infrastructure for our region and we're pleased to see the NSW Government getting on with it," Cr Innes said.
"The inclusion of all turning movements at the highway in the preferred option makes common sense and we urge the Government to move to construction."
