Work is due to start this month on the final stretch along Nelson Parade.
A 160 metre timber boardwalk and concrete shared pathway will be built to join the two existing sections that currently end at Lavender Point boat ramp and the Tuross Beach holiday park.
The council said the raised design of the boardwalk would protect the Norfolk Island pines growing around the headland.
The pathway would also feature a viewing platform and seat at the mid-way point. A council spokeswoman said the $230,000 boardwalk should be finished by July.
