Earlier this week, Mr Byrne admitted he paid for other people's party memberships during an Independent Broad-based Anti-corruption Commission inquiry.

The revelations prompted the Victorian MP to resign from the Parliamentary Joint Committee on Intelligence and Security, which he deputy chaired.

Mr Albanese said he supported Mr Byrne staying on as an MP.

"From time to time, there are breaches of party rules and the processes kick in to deal with that," Mr Albanese told ABC TV.

"But while IBAC is undertaking these investigations, it's important that they be allowed to take their course.

"He has put his hand up and said this is the wrong practice and it needs to be weeded out, and indeed it does."

The Opposition Leader said he didn't endorse Mr Byrne's behaviour in using commonwealth-funded staff to do factional work, but wouldn't refer the matter to the Finance Department to investigate.

"The finance department have an audit every month of every MP," Mr Albanese said.

"Every month they have a proactive process already, and that is in place.

"We have an independent parliamentary authority that examines every dollar of expenditure of every MP that has the power to look at all of these matters."

The IBAC inquiry into branch stacking allegations is set to continue for several weeks.

Mr Byrne said in a statement that he would fully cooperate with the IBAC inquiry, but would not be making further comments.
