One case from Batemans Bay was included in Thursdays numbers, however the case has been public knowledge since yesterday, and is directly linked to a case first announced on Monday.
After the 11am press conference, Southern NSW Local Health District (SNSWLHD) announced a third case in Batemans Bay, a close contact of the previous two cases.
NSW Health has also confirmed fragments of the virus have been detected in the Moruya sewage treatment plant.
Shellharbour, Kiama, the Shoalhaven, Bega and Wingecarribee shires will also remain in lockdown.
NSW Deputy Premier John Barilaro said the decision was based on advice from NSW Health and active cases in the community.
"This decision is based on NSW Health advice, and the LGAs which remain in lockdown will continue to be monitored and we will update those communities on a regular basis," said Mr Barilaro.
"My strong advice to everyone in regional NSW is to get vaccinated as soon as you can.
"Our communities need to continue to get vaccinated so that when NSW reaches 70 and 80 per cent, restrictions can ease significantly."
Parts of regional NSW deemed "low risk" and which have seen zero COVID cases will be lifted from lockdown restrictions at 12.01, Saturday September 11, but will continue to operate under restrictions.
Mr Barilaro said at Thursdays 11am press conference that LGAs lifted from lockdown restrictions can return to lockdown if cases of COVID-19 arise.
For regions staying in lockdown, Mr Barilaro said the health team would continue to monitor the situation and look to lift restrictions.
"We will need no cases in the community for 14 days, we look at sewage surveillance and exposure sites, all thresholds NSW Health has set that will either put regions back into lockdown or have an opportunity to come out," he said.
"There are local government areas where there is only a single case, very limited community exposure and we will review that every week so there are opportunities for other regions [to come out of lockdown]."
