A police spokeswoman said noise complaints were made. She believed a group of school-leavers were visiting the area and had set off fireworks.
"We believe fireworks were set off, causing a small grass fire," she said.
"When police arrived, the group had all dispersed."
At about 3.20am, Rural Fire Service crews rushed to the fire reported on George Bass Drive.
The spokeswoman urged tourists and locals to stay safe during times of a fire crisis.
"Given current the fire conditions, we urge the community and visitors to stay safe and avoid potential dangerous behaviours," she said.
Police are appealing for anyone with information to contact Batemans Bay Police on 4472 0099.
