After defeating South Coast in round one, the Shane Isherwood coached side headed to Lackey Park Sportsgrounds full of confidence.
The Highlands won the toss and sent the visitors to the crease.
Openers James Dickinson (27) and Ryan Hall (17), of Batemans Bay, got the Shoalhaven off to a strong start, before a crafty half-century by skipper Rhys Burinaga (65) laid the platform for the innings.
Riley Jarrett (19), Justin Rumble (13) and Rocky Lavalle (12) also reached double figures, as the visitors posted 214 from their 47.3 overs.
With the ball, Richard Morton (2/19), Blake Denny (2/25) and Michael King (2/40) all took multiple wickets for the hosts.
In reply, the constant flow of wickets hurt the hosts, as they fell 11 runs short of victory (8/203) - with Ben Tucker (57) and Denny (49) top-scoring.
Angus Lowbridge was the star for the visitors, claiming 3/53 from his nine overs.
Others to bowl strongly were Rumble (2/31), Burinaga (1/18), Sebastian Jeffrey (1/34) and Dickinson (1/41).
In the round's other match, Illawarra defeated South Coast (9/239 to 6/124) at Reed Oval.
In round three, Shoalhaven will battle Illawarra at the Bernie Regan Sports Complex from 10am on Sunday - with South Coast playing Highlands at the same time at Gerry Emery Oval.
