The usual 24-kilometre course of Narooma to Bermagui was not possible due to dangerous surf.
Today's leg will now commence at Bermagui and proceed north towards Mystery Bay/Tilba area, returning to Bermagui.
The event should take around two hours to complete over a distance of 20 kilometres.
Organiser Andrew Edmunds said it will be a testing day for competitors.
"For about half the leg they will be rowing with the southerly swell and wind which will provide assistance," he said.
"For the other half however it will be a tough row back towards Bermagui into southerly conditions.
"It is also quite cold today so the big risk will be hypothermia.”
