The department received 400 public submissions and 27 from government departments, agencies and organisations.
Of these, 354, or 82 per cent, were opposed to the proposal, while 63, or 14.7 per cent, were in support.
Ten submissions simply commented on the proposal.
The company is continuing with three of four elements of the modification application, including changing the location of its surface waste rock emplacement, constructing a more direct access road to this area and the tailings storage dam and extending the project completion date and increasing the maximum amount of ore that may be extracted.
The modification remains under consideration by the NSW Planning Department.
The federal Environment Department is also considering the project, given concerns raised by the NSW Office of Environment and Heritage about potential effects on fauna accessing the tailings dam and potential impacts on Aboriginal cultural heritage.
An OEH spokeswoman said Office’s role was to provide advice to the Department of Planning and Environment on threatened species, biodiversity and Aboriginal cultural heritage issues for major planning projects.
