The short-handed Seahawks had 19 players for the road trip and by the end of the match there was no bench against 22 Blues players.
The Blues opened up a six-goal lead in the first quarter but the Bay was able to kick a few majors in the second term.
However, the Bay made Woden earn its goals and its defensive pressure lead to the home side kicking 20 behinds.
Brett Garland kicked three goals and Dwayne Gentner and Brendan Marshall kicked one apiece.
The best for the Seahawks were Ross Hummel, Sam Millynn, Luke Dudley, Josh Mulrooney, Peter Thomson and Michael Kenny.
The Seahawks sit in sixth place on the AFL Canberra third grade ladder and tackle the UC Magpies this Saturday.
The Bay can poach fifth spot with a win.
