A draw has been released for a 10-team competition that includes the re-formed Braidwood.
The season will start with the annual 15-a-side knockout at Hanging Rock Oval on March 21.
The new competition is based on a Super Rugby format that will see clubs play a home and away series against their traditional teams in both South Coast and Monaro division two competitions.
The teams will also meet in a middle round to play the teams from the other competition.
South Coast Rugby Union president Peter Ryan said it was disappointing Bombala had to withdraw.
“They had to withdraw due to a lack of players after the reformation of a league team in that town,” Ryan said.
“We welcome the return of Braidwood after a two-year absence.
“They previously played at a very competitive level for many years with their last premiership in 2007.
“They have good numbers registered and have been training well.”
The new competition has the full support of Brumbies Rugby which will oversee the administration.
