Data released by the Australian Securities and Investments Commission on Tuesday showed how much JobKeeper recipients had got from the government along with what voluntary repayments they had made.

Just 21 of 563 listed companies fully repaid money they received last financial year.

Among heavy-hitters, Qantas received $856 million across the last two financial years while Crown Resorts and Flight Centre got $291 million and $248 million, with none of the trio having made a voluntary repayment.

Of those that repaid the entirety of their JobKeeper, Australian Clinical Labs paid back all $31.3 million it took last financial year, Cochlear Limited returned all $23.1 million and Qube Holdings repaid $16.9 million.

It follows new requirements that commenced in September demanding recipients provide details on how much JobKeeper they received along with what level - if any - voluntary repayments they have made.

Labor frontbencher Andrew Leigh said the report showed the importance of transparency within the system, noting virtually no entities had made voluntary repayments before the information was made public.

Dr Leigh, who has previously labelled JobKeeper being paid to entities with rising earnings the "biggest waste in the history of the Commonwealth", said about $20 billion had gone to such corporations.

A Qantas representative pointed to its disclosure statement, which estimated COVID-19 had cost the company more than $20 billion in revenue.

The representative added Qantas was working to reduce its annual costs by $1 billion a year by the end of the 2023 financial year.

Employment Minister Stuart Robert told business leaders in a speech on Tuesday the government's COVID measures, including JobKeeper and an apprentice package, had supported four million people and one million businesses, saving 700,000 jobs.

"Lives and livelihoods were saved and we did the work to ensure our economy would bounce back, and it has," he said.
