Pre-polling has been underway in the Eurobodalla Shire since Monday, November 22, but the facility at Mackay Park has been heavily affected by the rains in the Shire last week.
The stairs to the door of the voting area was blocked off on Friday due to a drainage issue, and supporters reported the bathrooms at the site were not cleaned to a satisfactory level.
Peter Coggan, a member of the Labor party who is supporting Labor candidate David Grace, said he believed the situation was an "example of what we've been receiving from this council for too long".
"There's inattention to detail and a lack of care for the infrastructure," he said.
"There's a toilet block here that needs to be cleaned, and we weren't able to open the women's toilets for a long time.
"The access to the polling booths is at the bottom of a staircase with a drain that's blocked and flooding. Elderly people trying to get through to vote can't get up the stairs or through the waterway.
"There is a ramp, but it's a long walk and still very slippery - we're not comfortable with this."
Mr Coggan said he would have preferred the pre-polling run out of the Batemans Bay Community Centre, which Council controversially leases to private enterprise.
"We had a purpose-built community centre that was robbed from us, and we don't have access to it anymore," he said.
"It would have been ideal because it's one level, it's flat, and it has good parking.
"This one we have to traverse through a building site."
Mr Coggan said when he contacted the Council with his concerns, they sent a worker out who taped off the flooded area and opened the women's toilets.
"I was originally told they'd pump out the pipes and get the drain working, but that hasn't happened," he said.
"One of our group had the drain cover off and reached down in there to partially remove the blockage, so it certainly can be done."
He called on Council and the NSW Electoral Commission to work on getting a better pre-polling site, as rain is expected to continue in Batemans Bay this week.
"I don't know how people will vote if this rain continues, they'll all be washed out of here," Mr Coggan said.
Mayoral candidate Karyn Starmer agreed with Mr Coggan, describing the site as "intimidating".
"It's quite intimidating for people having to drive through what's been a construction site for the past three years, and there's not a lot of signage," she said.
A Council spokesperson said Mackay Park was the best option available for pre-polling.
"Councils are asked to supply options to the NSW Electoral Commission, who then choose the site based on availability, parking, access and security," they said.
"The Hanging Rock Function Centre wasn't available due to the Lifestyle and Leisure Roadshow this weekend.
"Council staff attended Mackay Park as soon as they were made aware of the problems and the issues were fixed.
"We also installed signage guiding voters to the centre once we heard feedback that people were unsure where to go once they turned off the highway."
