The ACT has recorded 51 new cases of COVID-19 in the 24 hours to 8pm Tuesday, just one case fewer than its record set some two weeks ago.

Business confidence is beginning to grow ahead of Friday's reopening and health authorities are expected to announce changes to the territory's contact tracing system.

Less focus will be placed on mystery cases going forward and greater freedoms will be given to residents in the surrounding capital region.

There were 28 new cases in the ACT in the 24 hours to 8pm Monday.

Out of the total cases, 22 are linked to known cases or ongoing clusters with 14 of these household contacts.

Nine cases were in quarantine during their whole infectious period and 16 have been assessed as presenting a risk of transmission to others.

Canberra has hit the 70 per cent fully vaccinated mark, although daily case numbers continue to rise.

The territory is also at 97.8 per cent of Canberrans aged 12 and older with a first dose.
