Following initial public feedback before today's council decision, Deputy Mayor Robert Pollock put forward a number of amendments.
Additional concession rates were proposed for concession Aquarobics ($12), two hour water slide tickets ($9) and all day water slide tickets ($16).
Fees for Platinum Membership changed from $86 to $98 and Platinum Concession from $78.70 to $90 per month.
Gold Membership fees rose from $71 to $84 and Gold Concession from $61 to $77 per month.
Cr Brown said deciding the fees and charges was a balancing act.
"We have to balance providing a product that all community can access, but also an obligation not to be taking financial advantage over competing gyms in the Batemans Bay area," he said.
"We don't want to undercut other businesses and put them under financial stress."
Yet OneLife Gym owner Tracy Innes said council's initial pricing framework would undercut other gyms in the Bay by 40 per cent.
"I understand competition, but it has to be a fair playing field," she said.
"There are reputable gym businesses who are going to suffer if they keep these prices the way they are."
Yet council Community, Arts and Recreation Services director Kathy Arthur said officers aimed to strike a "happy medium" between affordability and competition.
"We've compared this draft to the facilities council already runs and the pricing points there, and earlier this year we looked at what was happening regionally," she said.
"We had a look at Ulladulla Leisure, Kiama Aquatics, Chermside Aquatic Centre, the Orange Centre Theatre, Griffith Regional Theatre, Shoalhaven Art Gallery and local and regional gyms.
"There is no single offering [from gyms], some have fees which include membership and classes, others are just membership, others are personal training offerings and it's the same with aquatic centres, different pools have different offerings."
The proposed fees and charges include the price of entry and membership to access the pools, waterslides, gym and group exercise classes, the hiring costs to book the theatre, rehearsal space and meeting rooms and the fees to exhibit art in the hanging gallery.
Members of the public have 28 days to provide their feedback on the draft fees and charges, via the council website.
