The Tabourie community members hoped the preferred Milton Ulladulla bypass option, the Canberra Crescent route, would not be approved.
"Everybody is angry," Mr Swarts sums up the way the community is feeling.
Mr Swarts, with all the traffic being funnelled into the Tabourie area, says the ambience of the village and homes will be lost.
"They are just shifting the problem [with congestion] further south. It's a catastrophe," he said.
The Tabourie association and many other residents in area like Burrill Lake wanted the bypass to be extended past their villages and brought out in the Termeil area.
It was an option Mr Swarts said South Coast MP Shelley Hancock supported.
"Andrew Andrew Constance [Transport Minister] and Paul Toole [ NSW Minister for Regional Transport and Roads] ignored the many submissions from the Burrill Lake and Tabourie community members," he said.
"They also ignored Shelley Hancock."
Mr Swarts said apart from the traffic flow issues an opportunity to create an asset that could be used during bushfire was lost.
The association's preferred route would be to use existing roads in the Woodstock, Woodburn and Monkey Mountain areas which would see the bypass come out near Termeil.
Mr Swarts said this option would have created firebreaks and given people escape routes in times of bushfires.
The association is set to meet on Wednesday and no doubt the bypass announcement will be tabled.
Mr Swarts, despite the disappointment, remains committed to doing his best to help his community.
It appears that there will be no further community consultation regarding the route.
