Narooma Fire and Rescue and Narooma VRA Rescue Squad arrived at the scene after the driver was reported trapped in his vehicle at about 12.45pm.
A Narooma Fire and Rescue spokesman said the driver was being treated by paramedics when the crew arrived.
The spokesman said there was structural damage to the Wharf Apartments, located on Campbell Street.
Police were at the scene.
NSW Ambulance said the 90-year-old driver was taken to Moruya District Hospital with minor injuries.
