At Tuesday's council meeting (July 28), councillors voted 6-3 to see the improvements go ahead.
Those for were: Mayor Liz Innes, Cr Lindsay Brown, Cr Rob Pollock, Cr Maureen Nathan, Cr James Thomson and Cr Jack Tait.
Those against were: Cr Pat McGinlay, Cr Anthony Mayne and Cr Phil Constable.
Councillors also approved the budget for the development in a closed session, where figures were not disclosed under a commercial in confidence agreement.
However, Mayor Innes said the successful tenderer would be made aware of today's decision and "as soon as practical" the budget would be made public.
