On Monday, local emergency management officer Warren Sharpe warned road users should only drive if it is essential to do so.
Mr Sharpe said many small waterways were opening intermittently, including Mcleods Creek at Mogo, Nangudga at Narooma, and Congo Creek.
Mr Sharpe commended all the staff and agencies working to get power and water operating in the shire, and assisting in storm damage and rescue.
He said saturated ground, wind and fire damage were causing trees to fall.
There were many reports of trees down, and crews were being dispatched all over the shire. Call 4474 1000 to report fallen trees.
There were reports of drivers aquaplaning on roads.
Leave non-essential trips until weather conditions improve. Turn on lights and drive slowly.
