Dunns Creek Road closed from Monday, May 25, for about 12 weeks, while a 700-metre section is rebuilt to help reduce crashes and road-related trauma.
Police have received complaints from Eurobodalla Shire Council staff that some motorists had disobeyed signage clearly indicating Dunns Creek Rd was closed, and access was for residents only.
Highway and Traffic Control Commander Angus Duncombe said some motorists had removed barriers, then continued with their travel.
"This is an offence to do so," Sergeant Duncombe said.
"Police will be patrolling Dunns Creek Rd as a result, and there are a number of offences that can be considered under section 115, of the Roads ACT 1993.
"All potential offences carry a fixed penalty of $114.00 per offence."
Sergeant Duncombe said the signage was in place for safety reasons.
He said police would also target driving offences on Tomakin Road.
"With increased traffic density and extended travel times ... speeding, as well as other safety related offences, are a real possibility," Sergeant Duncombe said.
"We have had one motor vehicle crash on Tomakin Rd at Mogo. Speed is the contributing factor."
