A Long Beach resident returned to Batemans Bay following a recent cruise and is undertaking self-isolation, the Southern NSW Local Health District said.
After devastating bushfires over summer, the mayor acknowledged a difficult start to the year for the community.
"2020 certainly has tested us, and it appears the tests continue," Cr Innes said.
She asked visitors not to come to the shire for the Easter holidays.
"Visitors that were planning especially to come here for the Easter holidays, please don't," she said.
"It's a very difficult message for us to say, but it is a very important one, given that 30 per cent of our population here in the Euobodalla is over 65.
"That means we have a very vulnerable community."
She said the closure of businesses on Monday was "another financial hit" and would have an affect on the South Coast economy.
She thanked health care providers, emergency workers and others working in essential services.
She urged the public to go to www.health.nsw.gov.au for information on COVID-19.
"Council is not the lead authority or the source for the most up to date information," she said.
