The two fires were listed on the Fires Near Me App last week and are both under control.
Much of the Deua National Park was burned in the recent bushfires.
Mr Cullen said smoke was "sometimes appearing in spots well within the control lines".
He said the Hanging Mountain and Donovan Creek Fires were minor.
Mr Cullen said burning off was taking place and reminded the public that a permit was needed.
"The countryside is drying up and there's still a need to be careful, particularly in bushland when burning off," he said.
"Until the end of the month, you must have a permit."
He urged the public to call the Fire Control Centre and alert neighbours before burning off.
