The public gallery was packed during a complex procedure in which part one of Cr McGinlay's motion was amended and the words "climate emergency" replaced with "variable and changing climate".
Councillors Anthony Mayne and James Thomson supported the original wording but all other councillors present (Maureen Nathan and Lindsay Brown were absent) did not.
Cr Rob Pollock then proposed the wording be changed and his amendment was successful.
Parts two and three of the motion were defeated, with only Cr Anthony Mayne supporting them.
The original wording was: "Council acknowledges and consequently declares that we are living in a time of climate emergency that requires focused and strategic actions at the local government level, for the benefit of our whole community, in both the immediate and longer term."
The new wording was: "That council acknowledges and consequently recognises that we are living in a time that requires focused and strategic actions at the local government level, for the benefit of our whole community, in both the immediate and longer term to address variable and changing climate."
