Council said on Monday it "recently impounded 16 horses from the Candelo and Cobargo areas".
"In each of these unrelated cases, council received complaints from the property owners about horses being on their land without permission," council said.
A council spokesperson said 13 horses were impounded at Candelo and three at Cobargo.
"Local Land Services and the Royal Society for the Prevention of Cruelty to Animals are working with council to support the welfare of the impounded stock while we seek to complete claims for ownership," council said.
