Moruya's St Mary's Primary School and Batemans Bay's St Bernard's Primary School co-hosted the finals with students from the Canberra-Goulburn Diocese competing.
Participants travelled from Pambula, Bega, Bombala, Cooma and Batemans Bay and spoke for two minutes on the topics of best friends and good advice.
The event was part of the South Coast Schools Pathway program.
The Year 3 winner was Lily Spinks of Pambula's Lumen Christi Catholic College and the runner-up was Samuel Harris from St Bernard's Primary School.
In year 4, St Mary's Primary School students Zara Hall won the division and Charlie Gwynne was the runner-up.
St Mary's Primary School also took out the shield for the winning school.
The winners will compete at the Grand Final Archdiocesan Public Speaking Competition on Friday, September 20, at St Joseph's Primary School, Boorowa.
Stage 3 finals will be held at Cooma on Friday, August 9 with a team of four travelling from both schools to compete.
Chairperson on the day was St Mary's principal Mrs Noeleen O'Neill with adjudicators Mr Gary Norris, Mrs Karen Hadley of St Bernard's and Mrs Anna McManus of Carroll College, who travelled to undertake the role and to support the students.
