A Marine Rescue spokesperson said Batemans Bay 20 was tasked to an overturned vessel with one person on board at 3.44pm.
When Marine Rescue arrived, they found a recreational vessel with the overturned vessel.
The spokesman said the male owner of the overturned vessel refused to leave in the recreational boat, causing distress for the recreational-boat owner.
The NSW Police Marine Area Command also attended the scene.
"Much to the dismay of Marine Rescue and Water Police, he said, 'I am wearing a life jacket and I am fine'," the spokesman said.
The man was believed to have been in his 60s. His vessel remained capsized and the spokesman said he had lost his fishing gear.
The stricken vessel was subsequently towed by Marine Rescue.
The man refused medical treatment once he was back on shore.
