The mother, who will remain anonymous, said her daughter was walking home late on Tuesday night when she was asked by another young girl if she wanted to smoke a drug that appeared to be 'ice'.
When the 16-year-old refused, the mother said the young girl smashed the pipe she was using, and stabbed her daughter with a shard of glass.
The mother said her daughter was "shaken" after the incident, and is "scared to walk around".
An ambulance spokeswoman confirmed the incident, saying a paramedic unit was called to Moruya at 10.45pm on Tuesday night.
She said the victim was treated for a head wound at the scene, and transported to Batemans Bay Hospital.
A police spokesman said an assault occurred on Tuesday night "near the Moruya library", but stopped short of calling it a stabbing.
He said the victim suffered a wound consistent with a cut, but not a stab.
