The shire has seen several incarnations of the Rural Lands Strategy since an overhaul of the Local Environment Plan began more than seven years ago.
Envrionment zones in the first draft sparked discontent among some rural landholders and led directly to the formation of a political party to contest the 2012 shire election.
The push to redraft the plan influenced Liz Innes' decision to run for the council in 2012 and to run for the top job in 2016. It has been a central plank of her term as mayor.
The latest draft hit snags last year when several government agencies and stakeholders sought amendments, sparking protest from green groups.
