A police spokesman told the Bay Post/Moruya Examiner officers were awaiting the results of forensic tests on the bag and items found in it.
They included a note with the word "boom!", a clock, wires and batteries.
Police hope forensic results will help them match the bag and its contents to a suspect.
Police cordoned off the area between Perry St and Orient St after a suspicious bag was reported at 8.50am.
The area was closed off until after midday.
Bomb squad officers were flown from Sydney to X-ray the bag and its items.
Police said the contents were deliberately designed to resemble a bomb, but were not dangerous.
Investigations continue.
