A South Coast Police District spokesperson said the three car pile-up occurred at 7.20am on December 11 near the Hector McWilliam Drive turn-off.
The spokesperson said a car travelling north at the road works site hit the rear of a stationary vehicle in front which then bumped another stationary car in front.
A NSW Ambulance spokesperson said paramedics assessed two patients in their 70s who were not seriously injured.
Two cars were damaged and were towed from the scene.
Traffic remains affected in both directions and motorists are advised to allow extra travel time.
