It is expected he will take up his new position in January.
Council announced Mr Anderson’s resignation in a press release this morning.
Mr Anderson said the highlights of his four-and-a-half years as general manager including the capital works that had taken place in a constrained budget environment.
“I’m also proud that I’m leaving council’s finances in a much healthier position than when I started,” Mr Anderson said.
Mayor Lindsay Brown said he accepted the GM’s resignation and praised his contribution during his four-and-a-half years in the position.
“I am genuinely sad to see Paul move on as I was looking forward to working with him during my four year term,” Mr Brown said.
“But at the same time, I recognise this is an outstanding career progression for him to a much bigger council and I wish him the best for the future.”
Mr Anderson’s resignation has come after a controversial decision made by the former council in June to renew his contract for another five years.
The decision, which was made behind closed doors, was slammed by Eurobodalla Ratepayers Association, saying it was poor timing as the new council was to be elected three months later.
However, former Mayor Fergus Thomson defended council’s decision, saying a shorter 12-month contract would have likely been rejected.
