A penalty to the visitors in the final minutes of the match sealed the result, with Boorowa booking its place in the plate grand final.
Before then, the sides had been locked in a tense battle with neither able to land a knockout blow.
Coach Matt Ryan said it was disappointing his players could not replicate their previous performance against Boorowa last month where they won 31-7.
“The first half of the game was pretty similar to when we played them last time,” he said.
“It was pretty evenly matched and the game was there for the taking.
“They played with a bit more urgency than us, and we turned the ball over a couple of times which didn’t help.”
The teams traded tries in the first half, but it was the home side who held the lead at the break, as four pointers to Ashbee Reid, Jim Roberts and Will Thomas gave them a narrow 14-12 advantage at half time.
A try to Max Harrison early in the second extended their advantage, but Boorowa would not go away.
The sides again went tic-for-tac, before the Goldies eventually sealed the result in the final minutes of the match.
