The proposed 500-dwelling staged development has been held up for decades, primarily due to environmental constraints.
The council paved the way for the development to proceed after it passed its Broulee biodiversity certification strategy last year, which stipulated how cleared vegetation could be offset.
The 35 hectares of land lies between George Bass Drive and existing housing.
Councillors resolved last month to host information sessions after concerned residents spoke at length about future development of the area at a recent council meeting, where council considered whether to commence the planning process.
Council staff will attend the next Broulee Mossy Point Community Association meeting on Thursday, July 16 2015, from 7pm to discuss the proposal.
A community information session will also be held on Saturday, July 18 at the Broulee Public School hall.
Interested community members can drop in at any time between 10am and noon on the day to discuss the plans.
The council will also undertake formal public consultation on the matter once a gateway determination is issued by the NSW Government.
The next stage will include more detailed master planning of the development area which will be followed by the submission of development applications for subdivision of the land in stages.
The community will be notified of these development applications for further input and comment.
