The BMW driven by the 18-year-old, from Palana Street, Surfside, was followed by police from Flora Crescent onto Beach Road in the early hours of December 6.
When the officers turned on the siren, the car accelerated, fishtailed, then sped off. Police followed the car to Country Club Drive before it stopped.
Delaney told police he had been drinking and that he was “way above the limit, and a request to show his licence was met with an admission that he didn’t have one and had never had one.
Delaney was fined $500 for not stopping when directed, $500 for being an unlicensed driver, and for drink driving he was fined $1000 and disqualified from driving for 12 months.
His reading was 0.091.
