On the panel will be the Sydney Morning Herald's state political editor, Sean Nicholls; Nine's state reporter, Lizzie Pearl; and 2GB's Chris Smith.
The leaders can expect to face tough questions on the Coalition's proposed sale of the electricity poles and wires and what impact it would have on household budgets.
Each party's transport plans will also be under the microscope, as will management of the state budget and provision of hospitals and schools.
Mr Baird and Mr Foley are also likely to face tough questioning about how they will improve the integrity of state politics after last year's revelations before the Independent Commission against Corruption sullied both major parties.
The debate is being hosted by the NSW Business Chamber, and will be moderated by Sky News' Kieran Gilbert.
