The crash closed northbound lanes of the highway near Goulburn for a period, causing traffic queues of about 5km.
Police said two men suffered minor injuries in the accident.
"About 4.30pm, an unoccupied car was parked on the side of the northern lanes of the Hume Highway. Another vehicle, that was also travelling north, has left the road and hit the parked car," police said.
"As a result both vehicles caught fire and have been destroyed. The driver underwent a roadside breath test which proved positive."
The driver and his male passenger were taken to Goulburn Hospital for further medical checks.
A NSW Rural Fire Service spokesman said fire fighters extinguished the fires, which closed both lanes of the highway for a period.
