The Tigers big man hit Cox on the jaw during Richmond's 17-point Friday night win at Patersons Stadium.
Cox did not suffer any structural damage to his face but is in doubt for West Coast clash with Adelaide on Saturday.
Vickery has since apologised publicly and directly to the Eagles ruckman.
Cox was cleared by the match review panel for making contact with Vickery in the seconds leading up to the incident. The panel found that the forced used was below that necessary for a report.
The MRP laid three other charges from the weekend, with Eagles Luke Shuey and Mark LeCras each offered a $900 fine for misconduct against Vickery.
Sydney's Jeremy Laidler can accept a reprimand for striking Hawthorn's Jack Gunston.
Richmond's Brandon Ellis has been cleared of a match day report for rough conduct against Patrick McGinnity, and Collingwood's Clinton Young has been cleared of a match day report for striking Adelaide's Brodie Smith.
